OCIR, the Rwandan Coffee Office, is an agency of the Rwandan Ministry of Commerce. Among its other responsibilities, OCIR is directly charged with developing the specialty coffee sector in Rwanda.

Specialty coffee is a central pillar of Rwanda's economic development strategy, and OCIR takes its responsibilities in this area very seriously. Rwanda is deeply committed to achieving the highest levels of quality in its coffee production.

Mission

The Office des Cultures Industrielles du Rwanda (OCIR) is a government agency responsible for Rwanda's coffee sector. It's mission is as follows:

• Participate in the development of the policy and strategies governing the coffee sector and ensure the implementation of policies as they affect production, processing, marketing, research and training in the coffee sector
• Set coffee quality standards and classification systems, control coffee quality and issue quality and origin certificates
• Collect and disseminate pertinent information relating to the coffee industry
• Co-ordinate and promote cooperation among various economic sectors within the coffee industry
• Collaborate with research and extension practices
• Support coffee farmer associations in the production, pulping, washing, collecting and selling of coffee
• Train all the parties involved in the coffee industry
• Participate in international negotiations on behalf of the Rwandan coffee sector and follow up on implementation of agreements

Vision

OCIR-CAFÉ, the Rwanda Coffee Authority, has long experience in the coffee sector and is gaining recognition locally and internationally for its contributions to the development of Rwanda's coffee sector.

OCIR's vision is to play a central role in supporting and regulating the Rwandan coffee industry through its transformation to a specialty grade producer.
